Proposed patio for 14th Avenue Pub moves forward despite public concerns

Council, residents outlined concerns with noise, parking and traffic

14th Avenue Pub’s proposed outdoor patio for 55 patrons will advance to the B.C. Liquor and Cannabis Regulation Branch after a public input session at the Mission council meeting on Tuesday (July 4).

Council voted 4-1 to support the patio, pending limited hours of operation and a plan for noise mitigation. Coun. Ken Herar was the lone vote opposed to the motion, with Mayor Paul Horn and Coun. Mark Davies absent from the meeting.

“Normally, I would support something like this but I have some concerns about what was raised here today,” Herar said. “I’ll call it the three P’s: public safety, public neighbourhood and parking.”

Three residents of the neighbourhood spoke at the input session, in addition to the owner. The patio received one comment of support and four in opposition prior to the hearing.

The first woman to speak lives directly across from 14th Avenue Pub and has been a resident for almost 25 years. She raised past, present and future concerns about noise, traffic and fights every weekend.

“At certain times of the night — specifically Thursdays, Fridays and Saturdays — we have a large amount of people that are outside smoking and visiting … that attracts a lot of undeserved attention,” she said.

She said the pub does “a pretty good job” of bringing patrons inside or asking them to leave if the noise starts getting too loud.

“I’ve seen online a lot of people [thought] ‘It’s gonna be a slam dunk’. Well, if you lived in that neighbourhood, would you want 55 people partying every single day in your backyard?” she said. “We would prefer if they did not have an outside patio. We enjoy going there. We enjoy that space. But we need to respect our neighbourhood and the different people that live in that neighbourhood.”

A second woman spoke and echoed the concerns of the first woman regarding noise.

“Everybody likes the idea of being able to sit outside, have some drinks, have something to eat and to visit with your friends, but this is not the neighbourhood to do it in,” the second woman said.

Yvan Charette, the 14th Avenue Pub owner, also spoke at the session and addressed concerns.

“I can absolutely sympathize with the belief that perhaps… the dirty pub owner doesn’t care about what the public says,” Charette said. “That’s the farthest from the truth.”

Charette said the pub would ensure reasonable hours, quick closures and continued support for the community. He also promised to address issues involving noise and bright lights at abnormal hours.

“We’re very happy to be operating in the community of Mission and we feel grateful,” Charette said. “Mission is changing quite a lot. The growth and change is occurring fast and I believe that the 14th Avenue Pub remains one of the few remaining authentic neighbourhood pubs in the Lower Mainland.”

At the previous meeting, the city’s bylaw department commented on the potential issues with noise in a document presented to council.

Bylaws recommended that the patio be closed by 10 p.m. Sunday to Thursday and closed by 11 p.m. on Friday and Saturday. It also suggested any music not exceed 45 decibels after dusk
