West Coast Express riders who park their vehicles in the 32900 block of North Railway Avenue will have to start using the paid lot on the south side of the tracks.“No parking 5 a.m. to 8 a.m.” signs will replace the current “no limit” ones, affecting 19 parking stalls on the south side of the street.Parking changes — restricting vehicles to two hours maximum between 9 a.m. and 6 p.m. — will also be made to two stalls at the southwest corner of James Street and N. Railway Avenue.These changes are being made to accommodate downtown shoppers and those working in the area. The changes were brought forward by the Downtown Revitalization Task Force.
