Public hearing slated for proposed Fraser Crescent apartment buildings

Mission council will receive public input on proposed townhouse and apartment development Monday

Mission residents will have a chance to voice their feedback on the potential development of two 100-plus unit rental apartment buildings and a 99-unit townhouse development on Fraser Crescent.

The City of Mission will hold a public hearing at the next council meeting on Monday night (April 3) to discuss five proposed bylaws, including a 99-unit townhouse development, a 102-unit rental apartment and a 140-unit rental apartment.

The hearing will take place at 6 p.m. at Mission City Hall on Stave Lake Street and can be streamed online via the city’s live webcast.

The proposed housing from Bianco Development Ltd. would be located on the properties at 32607 and 32641 Fraser Crescent.

Almost half of the proposed rental units in the two buildings would contain two-bedrooms. The 140-unit apartment building would provide 202 parking stalls, while the 102-unit building would contain 131 parking stalls.

The development faces several challenges, including land rights and traffic. According to the bylaw’s information packet, the developer doesn’t have ownership or legal access to adjacent lands crucial to the site’s plan.

Access would be required for a roadway extension and cul-de-sac design to provide access to the townhouses.

A traffic impact assessment prepared by a consulting firm hired by the developer recommends monitoring queues for left turns on Park Street and Lougheed Highway, along with Haig Street and Lougheed Highway.

The information packet also provides a breakdown of guaranteed affordable rental rates for the apartment units, based on the Canada Mortgage and Housing Corporation housing income levels. The rent price is capped at 30 per cent of the maximum yearly income for respective unit types.

The monthly rent examples were $1,113 for studio and one-bedroom units, $1,375 for two-bedroom units, $1,950 for three-bedroom units and $2,288 for four-bedroom units. The numbers are based on 2023 housing income levels and are subject to change.

The council gave first and second reading to the community plan and zoning bylaws for the properties on March 6 and voted unanimously to move forward to a public hearing.

Three other zoning bylaws will receive public hearings on Monday night. The bylaws would allow a secondary dwelling unit, duplex, and boundary adjustment respectively.

Information about the proposed bylaws are available on the city’s website under public hearings and at city hall from 8 a.m. to 4:30 p.m. Monday through Friday.
