Regarding the secondary suite conundrum, I can see only one fair solution – pay for what you use. This would mean water meters for everyone and buying garbage tags and putting them on all garbage at the curb.
Then it wouldn’t matter how many people live in any house. They would pay for the water they use and for garbage they produce.
